The citizenship test: who, fee, exemptions

The citizenship test (civics) is administered by Universitets- och högskolerådet (UHR). Here is how it works.

Who must take the test?

The test applies to applicants aged 16 to 66.

The test covers civics. A Swedish-language test has not been introduced yet; applicants currently show their language skills another way.

Exemptions

  • Stateless persons born in Sweden, under 21 years old

    full exemption

  • Nordic citizens applying by notification (anmälan) rather than full application

    full exemption

  • Functional disability or other grounds preventing the test

    full exemption, case by case

  • Alternative proof

Can show an approved grade in Swedish / Swedish-as-a-second-language from grade 9 (årskurs 9) or an equivalent qualification instead of sitting the test.

The 2026 pilot

The first sitting was held in August 2026, with generous time allowances for all participants. No fee applied to the 2026 sitting; the SEK 2,000 fee applies, under its transitional provision, for the first time to sittings held in 2027.

The next sitting has not been announced yet (UHR's own page still reads "Information about the next civics sitting is coming").

Fee

2 000 kr

Applies to sittings from 2027 onward. No fee applied to the 2026 sitting.

UHR's own test page still shows an unfinished note about the fee; the amount is fixed in a government regulation, but the practical registration and payment process for a priced sitting is not published yet.

Minus points for wrong answers?

No. A wrong answer costs no points, so answer every question.

Registration

Registration only opens after the applicant receives a letter from Migrationsverket inviting them to register. It is not open booking.
